It was founded in 1998 as a branch of the Eastern Humanitarian Institute (Ust-Kamenogorsk). In 2002, after the closure of the branch, the institution was reorganized into the Humanitarian College "Semey". In 2004, the organization was renamed into the Institution "College "Semey". The college operates on the basis of the State License for the implementation of educational activities (AB No. 0067085 dated 02.02.2009, the license is valid indefinitely) and appendices to it, issued by the Education Department of the East Kazakhstan region. There are appendices to the license for the specialties in accordance with which training is carried out.
